Rental Opportunities
The Palm Desert Housing Authority ("Authority") operates over 1,100 subsidized affordable rental units. Situated throughout the city, these complexes vary in size and character, catering to both multi-family and senior tenants. The day-to-day operations of the Authority’s properties are overseen by National Core. National Core is responsible for tasks such as pre-screening, leasing, annual income certifications, tenant requests, and overall maintenance.
For inquiries regarding eligibility for a subsidized rental unit, please contact National Core via email at palmdesertproperties@nationalcore.org, by phone at (760) 674-1139, or complete the Guest Card and return it to the specific complex of interest.
Existing tenants should direct all inquiries, certification questions, or maintenance concerns to their property manager or National Core's Palm Desert Corporate Office at (760) 674-1139.
To uphold fair treatment for all resident tenants, the Authority established policies and procedures for its rental units. Each resident tenant must acknowledge receipt of the Administrative Plan upon signing their first lease, and a copy of the plan is available at all leasing offices for those without access to a printer.
The City has provided incentives in various forms, such as land donations, down payment assistance, density bonuses, and loans to developers that dedicate units as affordable and carry affordability restrictions.
There are over 600 units provided by developers or non-profit organizations under these programs.

Vitalia Palm Desert
This community is being constructed by a private developer, The Pacific Companies. The project is currently under construction and will feature 269 multi-family units, offering one-, two-, and three-bedroom options.

Bravo Gardens (Formerly known as The Sands Apartments)
This community is being constructed by a private developer, Bravo Gardens Apartments, LLC. The original project (Sands Apartments) was approved in April 2018. The project is a proposed 388-mixed-income housing development.
Of the 388 total units, seventy-eight (78) or 20% of the rental units will be made available to households of very low income.
The affordable rental units will be comprised of units with the following number of bedrooms:
- 36 One Bedroom units
- 37 Two-bedroom units
- 5 Three-bedroom units
The project is currently in the early stages of construction. Leasing and waitlist information is not yet available.
Palm Villas at Millennium
The Palm Villas housing project was approved in July 2022. The project is a proposed 241-unit 100% affordable apartment community with 239 affordable units and two unrestricted units set-aside for two onsite managers.
The affordable rental units will be comprised of units with the following number of bedrooms:
- 30 One Bedroom units
- 149 Two-bedroom units
- 60 Three-bedroom units
Crossing at Palm Desert
This community is being constructed by a private developer, Urban Housing Communities. The project is currently under construction and will feature 176 multi-family units, offering one-, two-, and three-bedroom options.

Arc Village
This community is being developed by Chelsea Investment, a private developer. The project will include 40 multi-family units designated for lower-income households, with a portion of units reserved for adults with special needs. The community will offer a mix of one-, two-, and three-bedroom apartments.
The project is currently in the early stages of construction. Leasing and waitlist information is not yet available.
