The Housing Division manages the City’s affordable housing programs, rent review, and the Palm Desert Housing Authority (Authority), which owns and operates 15 communities with more than 1,100 affordable rental units.

Homeownership Opportunities
Through the Home Buyer Assistance program, the Authority has helped over 250 residents become homeowners. Income qualifications for most programs range from very low (20% of the county median) to moderate (up to 120%). Mobile Home Rent Review Program 

Palm Desert established its Mobile Home Rent Review Program in 1986 (updated in 2016 under Ordinance No. 1305A) to help reduce the impact of high rents on low- to moderate-income families and seniors in mobile home parks.

The Rent Review Board meets as needed to review petitions for hardship or capital improvement rent increases and other rent control issues. Notices of hearings are sent to park owners, HOAs, and legal representatives before meetings. The City currently has four parks under rent control: Silver Spur Mobile ManorPalm Desert Mobile EstatesIndian Springs Mobile Home Park, and Sun Crest Country Club.

Park owners requesting hardship or capital improvement rent increases must submit a petition with fees. Staff reviews the petition, and a public hearing is held before the Commission. For more information, call (760) 776-6412.
