Before you commit to a location, contact the Planning Division to ensure your business type is allowed under the City’s Zoning Ordinance. You’ll need Planning approval before applying for a Business License or Home Occupation Permit. Click here to see the Palm Desert zoning map. Depending on your business and location, you may need permits for:

• Building Improvements (walls, plumbing, electrical, etc.)
• Signage (including temporary banners)
• Grand openings or events (temporary use permits)

All businesses operating in Palm Desert — including home-based businesses — must have a Business License per Municipal Code Section 5.04.030.

The Entrepreneurship Resource Center (ERC) is a technology-focused business incubator created by the City of Palm Desert in partnership with the CSUSB School of Entrepreneurship and the CSUSB Palm Desert Campus. Its mission is to attract tech-based startups, create high-wage jobs, and support CSUSB’s programs in cybersecurity, entrepreneurship, and hospitality.

Managed by CSUSB, the ERC provides co-working space, mentoring, and incubation opportunities for selected businesses. Located across from the Palm Desert Campus, it offers access to a 100Gbps CENIC fiber network, giving entrepreneurs unmatched speed for product development and research.

The ERC is poised to make a lasting economic impact on the Coachella Valley through innovation and partnerships.

The El Paseo Business Improvement District (BID) was established by the City of Palm Desert to support and promote the success of the El Paseo shopping district. The BID is led by a Board of Directors—local business owners and representatives from El Paseo—who are appointed by the Palm Desert City Council.

The Board meets monthly to discuss initiatives and opportunities that benefit the District. Meetings are open to the public, and all El Paseo merchants are encouraged to participate and share their voice.

High-quality childcare is essential for working families and helps children build the skills they need to thrive. The City of Palm Desert actively supports the development and expansion of childcare facilities through initiatives like the Childcare Mitigation Impact Fee, which has created more than  100 new childcare spaces since 2005.

In alignment with California law, the City no longer requires business licenses or special permits for in-home family daycares. Licensing and regulation for childcare facilities are managed by the State of California’s Department of Social Services, which offers step-by-step resources and guidance for operators.
